TITLE:                                       Long Term Substitute - High School Counselor
 
QUALIFICATIONS:                 As a minimum, must meet the requirements for a
                                                 Certificate as a counselor appropriate to this
                                                 Position as required by the Maryland State Board of
                                                 Education By Law 13A.12.03.02.
 
REPORTS TO:                         Principal, Director of Student Services
 
SUPERVISES:                          N/A
 
JOB GOAL:                              To complete all guidance and career responsibilities efficiently.
 
PERFORMANCE RESPONSIBILITIES:
 

  1. Provide or facilitate access to services necessary for students' academic, social, and emotional success
  2. Manage and monitor all students' progress toward yearly academic promotion
  3. Complete necessary reports for county and state
  4. Maintain and update student files
  5. Manage and develop 504 plans for students as needed
  6. Participate in various school levels teams (IEP, SST, SIT, MSAP, etc)
  7. Participate in community meetings/committees as needed
  8. Implement a comprehensive career development program for all students
  9. Plan and implement a comprehensive school counseling program based on the ASCA standards
  10. Provide classroom-based instruction to students as needed
  11. Provide small group and individual counseling and activities as needed
  12. Facilitate state testing for students as directed
  13. Facilitate access to community resources for parents, students, and families
  14. Facilitate access to local, state, and national programs for students
  15. Provide information to all stakeholders regarding school and available programs/opportunities
  16. Partner closely with school health and secretarial staff to provide wrap-around processes and services for students, parents, and families
  17. Act a liaison between families and school
  18. Manage all aspects of the registration and transfer process of students
  19. Monitor students' attendance, and intervene as needed
  20. Serves as building coordinator for education of homeless students, and helps families experiencing homelessness access services in the community
  21. Manages the process for students in need of home/hospital instruction
  22. Responsible for all aspects of the management and yearly updates of student records yearly, and ensures compliance with local and state regulations regarding student records
  23. Facilitate and monitor all aspects of students' transition to and from the Alternative Program
  24. Assist students in developing and updating a Career Plan of Study
  25. Assist students with PSAT, SAT, and ACT registration
  26. Identify students who are on free/reduced lunch to assure they receive fee waivers for the SAT, ACT, and college applications
  27. Participate in workshops, seminars, and personal reading to enhance counseling skills
  28. Organize and arrange visits with college recruiters
  29. Assist with building the master schedule and the scheduling of all students.
  30. Expose college-bound seniors to businesses and community organization offering scholarship.
  31. Maintain credit count for graduation progress
  32. Serve as a liaison for the military, ESOL, and mental health provider.
  33. Process college and scholarship applications.
  34. Recommend students for review credit and/or summer school courses.
  35. Maintain college acceptance and financial aid/scholarship letters.
  36. Recommend the purchase of equipment and resources to enhance the guidance and career program.
  37. Organize and conduct a Financial Aid Workshop for all students and their parents.
  38. Perform other such tasks and assume such other responsibilities as assigned.

 
TERMS OF EMPLOYMENT:       As found in the Agreement Between the Kent County Teachers Association and The Board of Education of Kent County. Ten (10) month position plus additional duty days as assigned.
 
SALARY LANE:                          Teacher's Lane. Step established by the Superintendent.
 
BARGAINING UNIT:                    Kent County Teachers Association.
 
FLSA STATUS:                            Exempt.
 
EVALUATION:                             Performance of this job will be evaluated in accordance with provisions of the Board's policy on Evaluation of Professional Personnel.
